Stupid Is As Stupid Does

CNN reports that
President Bush has ordered plans for temporarily disabling the U.S. network of global positioning satellites during a national crisis to prevent terrorists from using the navigational technology, the White House said Wednesday.
Somebody help me out here. Isn't one of the strategies of war to gain an element of surprise on your enemy? Then why, oh why, are we publicising our moves before we take action? Now the alleged enemy has time to develop alternative plans, instead of being caught by surprise.

Also, what is a "national crisis"? (Correct answer is anything the government wants it to mean.) Make note that it doesn't say "enemy attack" or "act of war".
Uh oh...I feel my conspiratorial side rising up!
